Peter was born in Logan, Utah, but grew up in rural northeast Ohio after his father took a job at the NASA center in Cleveland. He completed his undergraduate education at Utah State University. He took two years off during his undergraduate studies in biochemistry to serve a two-year church mission for the Church of Jesus Christ of Latter-Day Saints, in Tegucigalpa, Honduras. On returning, he began doing clinical research and shadowing in Emergency Medicine at Cleveland Clinic Akron General. Upon graduation from Utah State, he attended Penn State for medical school. During his first year there, he met and married his wife, Katharine. After completing his medical education at Penn State, he returned to Akron General for his residency in Emergency Medicine. Peter delivered his son Henry while on his OB rotation during his intern year. Peter loves playing outside and wanted to work at an academic center in a rural setting, which lead him to bring his family to WVU.
