Dr. Weaver is married and the father of three children. He was raised in Saint Albans, West Virginia where he received his undergraduate degree from the University of Charleston (formerly Morris Harvey College). He graduated Summa Cum Laude with bachelor of science degree. 

Dr. Weaver is a graduate of both the WVU School of Dentistry and the WVU School of Medicine. He received his specialty training in Oral and Maxillofacial surgery also at the WVU dental school.

Dr. Weaver chairs the WVU School of Dentistry Department of Oral and Maxillofacial Surgery. He is the director of the school's oral and maxillofacial oral surgery residency.
